Texas schools are hiring more teachers without traditional training. They hope the state will pay to prepare them.
More than a third of newly hired teachers in Texas lack certification, as more and more public school districts turn to uncertified educators amid a statewide teacher shortage, a Hearst analysis of Texas Education Agency data showed. “I think everybody who’s concerned about their own family’s education should be really worried about this, because the quality control has just completely collapsed for the state of Texas,” said Michael Marder, a physics professor at the University of Texas at Austin and executive director of UTEACH, which prepares STEM public school teachers. Dan Patrick asks Senate to consider bills to unmask protesters, change runoff elections

Dan Patrick wants the Texas Senate to reexamine how the state conducts runoff elections and recommend new laws aimed at stopping protesters from covering their faces when the Legislature meets next year. On Tuesday, Patrick — who oversees the Senate and has serious power over what bills it passes — released a second round of directives for Senate committees, building on a list of 57 items from earlier this year that focused on, among other things, housing costs, school vouchers, property tax relief and strengthening the power grid.The new list includes a number of right-wing priorities, and would escalate Republicans’ wars against diversity, equity and inclusion programs. Last year, Texas lawmakers banned such programs at public universities — prompting layoffs and protests at some schools. Now, Patrick wants lawmakers to “examine programs and certificates” at higher education institutions that still have DEI policies, and then “expose” them as “damaging and not aligned with state workforce demands.” He then wants lawmakers to recommend “any needed reforms to ensure universities are appropriately educating students to meet workforce needs.” view article

In a public statement issued on Sept. 8, Rochelle ISD stated that the McCulloch County Sheriff’s Office called the district at approximately 11:30 p.m. on Sept. 7 to inform it that an individual had made a phone call to a national crisis hotline and claimed they were in a crisis. Brandon Creighton, R-Conroe, said in an Aug. 5 email. Creighton is chair of the Senate Committee on Education. A debate brewing all summer is expected to come to a head this week at a State Board of Education meeting when members will discuss the state-developed curriculum whose elementary grade lessons have come under fire because of the biblical stories mixed in the materials. After an outpouring of support from local child care advocates, Travis County commissioners approved a measure Aug. 13 to ask voters for a tax increase on the November ballot. Property owners across the metro are being asked to support lowering annual child care costs. Currently, the cost for one child to attend daycare in Travis County is comparable with a year of tuition at The University of Texas at Austin, officials said. If approved by voters, the increase would raise an additional $77 million annually—an estimated $288 total tax increase to the average homeowner—to fund a multi-pronged approach aimed at reducing the burden of child care costs for the community’s most vulnerable populations. read more

Longview police have detained a juvenile accused of making threats against a school on social media. Officers became aware of threats against a Pine Tree ISD campus just after 7 p.m. on Friday, according to a release from the Longview Police Department. Police said they immediately began investigating, found a juvenile allegedly connected with the posts, and detained them without incident. Kilgore ISD approves deficit budget, lower tax rate
Kilgore ISD school board trustees voted at a recent meeting to approve a deficit budget and a lower tax rate for the upcoming school year. Chief Financial Officer Trish Hall told board members and faculty in attendance the district’s projected budget revenue for 2024-2025 was calculated at $38,390,571 and projected expenditures at $39,910,900. This leaves the upcoming year’s budget with a projected budget deficit of $1,520,329. A new law gives parents more power over a child’s actions on social media, but only if the parent knows about the account. Parents of Texas children under 18 can now monitor and restrict their child’s activity on digital platforms including Facebook and Instagram — but only if they know their child uses the service.Meta, the parent company of Facebook and Instagram, rolled out parental control features in Texas last week to comply with House Bill 18, the Securing Children Online Through Parental Empowerment Act, which went into effect Sept. 1. The Legislature passed it last year to restrict kids from seeing harmful material on the internet, such as content promoting self-harm or substance abuse, while also giving parents more power to regulate what their child does online. view article

Former Uvalde ISD police chief, Pete Arredondo, is pushing to have his indictment, encompassing ten counts of child endangerment and abandonment, dismissed. In a bold defense move, Arredondo\’s legal team is challenging the basis of the charges, asserting that school districts and their employees are not obligated to shield students from dangers posed by third parties. Why Austin ISD is required to create $4M summer special education programs for students
The Austin school district will have to create a $4 million fund and set up a summer program for students who were denied timely special education evaluations and other services, as part of a settlement agreement with Disability Rights Texas, a nonprofit that sued the district in 2021 over the overdue evaluations. The school district will also have to clear its backlog of overdue special education evaluations by the end of 2024, grant some students out-of-district evaluations without objection and pay Disability Rights Texas $75,000 in legal fees, according to documents released by the U.S. Western District Court of Texas this week. The settlement wraps up a case filed at the height of the district’s challenges with a chronic pile of past due requests to evaluate students for special education services as well as complaints about the delivery of those services. The Austin district is under a state-appointed monitor to oversee the district's efforts to eliminate the yearslong backlog and improve the delivery of special education services, as part of a September 2023 agreement with the Texas Education Agency. view article
