Keller ISD approves plan to pay down debt, save estimated $3.4M
Keller ISD board members voted unanimously to authorize defeasance, or paying down the principal, of debt at their Sept. 26 meeting. The move should save the district an estimated $3.4 million. During his presentation to the board, Chief Operations Officer John Allison said the district worked with its financial advisor, Hilltop Securities, to identify opportunities for savings on interest and sinking debt based on current market conditions. view article

Student and bus driver hurt in crash involving Columbia-Brazoria ISD school bus, district says
Emergency crews are responding to a crash involving a Columbia-Brazoria ISD school bus. A student and the bus driver were transported to area hospitals via LifeFlight, according to the school district. SkyEye flew over the scene on Highway 36 at Country Road 353 on Thursday morning. Video shows the aftermath of what appears to be a crash between a school bus and a dump truck. view article

The largest charter school network in Texas is intervening in a lawsuit that has temporarily blocked the Texas Education Agency from releasing academic accountability ratings for the 2023-2024 school year. view article
TEA remains blocked from issuing A-F accountability ratings
Over 100 school districts sued the TEA in 2023 over concerns that the new system would unlawfully lower their ratings for the 2022-23 school year. The STAAR test—which the state redesigned to feature more open-ended questions and be administered fully online—has become a “flawed assessment instrument” that the TEA failed to verify by a third party, according to the lawsuit. The state also began grading written test responses using an automated computer system, which the plaintiffs said caused the test to become “not valid and reliable.” Additionally, the TEA did not provide districts fair notice of changes to the accountability system and made it “mathematically impossible” for many districts to receive an A rating, according to court documents. One adjustment would’ve raised the requirement to receive an A for college, career or military readiness from 60% to 88%. - Lyttle sided with the plaintiffs in blocking the ratings for the 2023-24 school year after hearing oral arguments and witness testimony from the TEA and districts involved in the case Sept. 16-17. A TEA spokesperson told Community Impact the agency plans to appeal; however, the injunction will remain in effect unless an appeals court issues a new ruling, according to court documents. A full trial on the case has been set for Feb. 10 at 9 a.m. in Travis County. view article
Fort Worth ISD operating without a single leader after superintendent’s resignation
The Fort Worth ISD is now officially operating without a leader. Superintendent Angelica Ramsey officially resigned at the end of September, and the school board has yet to name someone to temporarily take over. Ramsey officially cleaned out her office at Fort Worth ISD headquarters on Monday, leaving the chair empty per her resignation deal with the school board, which was approved last week. view article

Bryan ISD School Board Approves This Year’s Health Insurance Plans And Rates After Discussing Millions In Claims From One Provider
Bryan ISD school board members at its last meeting (September 23) approve this year’s health insurance plans and rates. The district’s share of the cost rose six percent, while premiums for BISD employees increased three percent. Before the board’s unanimous vote, was discussion about one unidentified free standing emergency room billing Bryan ISD almost $21 million dollars in the last three years. view article
‘It means everything’: Somerset ISD teachers split $56,000 in grants for innovative programming
A marching drumline, chanting cheerleaders and roaring applause rocked several schools in the Somerset Independent School District, as the district’s Education Foundation surprised teachers with more than $56,000 in classroom grants. The hundreds of students gathered at Somerset Elementary were the loudest. Their school was awarded 10 grants to fund classroom innovation, more than any other — everything from a “bring back cursive” effort to a specialized curriculum using adaptive books designed for students with disabilities. view article

Three Midlanders have filed suit against the City of Midland, Midland ISD, the Assistant City Manager of Midland and a Midland Building Official, and are seeking $250,000 or less in monetary relief, as well as a stop to the construction project starting October, 1 on the Ranchland Hills Golf Course. The Lawsuit, obtained by First Alert 7, alleges that the City of Midland and Midland ISD have not gone through the due process and permitting procedures required by the Midland City Code and Texas law that would allow Midland ISD to legally build a new Midland High School on the district owned property of 1600 E. Wadley Avenue, the Ranchland Hills Golf Course. view article
Charter change for Houston ISD bond oversight committee takes appointing authority from Mike Miles
When a proposed charter for Houston ISD's bond oversight committee first was drafted in July, it called for the district's superintendent to be the "sole decision maker" for committee appointments. But if Houston voters pass a state-record $4.4 billion bond package in November, that authority is no longer slated to rest with Mike Miles, who has been the target of criticism since he was appointed by the Texas Education Agency before the 2023-24 school year. view article
Bryan ISD bus driver arrested for intoxicated driving while transporting 24 students
Bryan police arrested a Bryan ISD bus driver Thursday morning for driving intoxicated while transporting 24 students younger than the age of 15. Police responded to a crash around Lakeview Street and Fairway Drive and determined the school bus was “involved in a minor accident with a parked, unoccupied vehicle.” Students were on the bus during the crash, but police say none were injured. view article
Dripping Springs ISD officials adopt FY 2024-25 tax rate
The total tax rate consists of $0.7552 for maintenance and operations and $0.35 for interest and sinking. Maintenance and operations funds district operating costs, such as employee salaries and utility bills. This is subject to recapture, when the state collects property tax revenue from districts. The interest and sinking rate generates revenue used to pay off voter-approved debt. view article
The 50 highest-paid public school principals in the Houston area for the 23-24 school year
Salaries for Houston's highest-paid public school principals during the 2023-2024 school year ranged from $153,000 to just over $200,000. Atop the list is Mark Smith, a former Houston Independent School District administrator who became an interim principal in Spring Branch ISD. Smith makes $201,086 in his current position, which he's occupied since July of 2022. He first came to Spring Branch ISD in the spring 2022 as the interim principal of Northbrook High School. Smith left HISD in 2018, earning $194,000 as one of that district’s longest-tenured administrators. view article
Tomball ISD to test artificial intelligence classroom content tool
Tomball ISD has partnered with an education software company to pilot an artificial intelligence tool for teachers to use to build classroom content, according to a Sept. 26 news release from the district. TISD will be the first school district in Texas to pilot PowerBuddy, an AI program from K-12 education software company PowerSchool, according to the release. The AI program has two program segments: PowerBuddy for Learning and PowerBuddy for Custom AI. view article
Waller ISD’s $713M bond election covers new school construction in fast-growing Jubilee development
Waller ISD is investing in the growing Jubilee development in Hockley, purchasing land for two new schools ahead of a $713.5 million bond election that will fund their design and construction, if approved by voters. The recently-purchased 143 acres will become a multi-school site in the Johnson Development community, with a new junior high school and a high school near the intersection of Katy Hockley and Baethe roads, said Waller ISD chief communications officer Sarah Marcus. Earlier this year, the district also purchased land for a new elementary school. view article

The El Paso Independent School District took a step closer to asking voters to approve a bond, as the District's Board approved the hiring of an outside specialist. New college application manager introduced by Victoria ISD
Victoria Independent School District (VISD) has introduced the college application manager within its SchooLinks platform for the 2024-25 school year. This new tool helps high school students organize and manage the college application process by tracking deadlines, organizing materials, and requesting letters of recommendation. While the College Application Manager aids in organization, students must still submit applications through individual college portals or common application platforms. VISD encourages students to consult with high school counselors or the College and Career Center for additional guidance. view article
A Pair of Billionaire Preachers Built the Most Powerful Political Machine in Texas. That’s Just the Start.
Last December, Sid Miller, the Texas commissioner of agriculture, posted a photo of himself brandishing a double-barrel shotgun on X and invited his followers to join him on a “RINO hunt.” Miller had taken to stumping in the March primary election against incumbents he deemed to be Republicans in Name Only. Not long after that, he received a text message from one of his targets, a state representative named Glenn Rogers. “You are a bought and paid for, pathetic narcissist,” it began. “If you had any honor, you would challenge me, or any of my Republican colleagues to a duel.” Rogers, a 68-year-old rancher and grandfather of five, represents a rural district west of Fort Worth. He was proud to serve in a Legislature that, as he told me recently, “couldn’t be more conservative if it tried.” Since entering office in 2021, he co-authored legislation that allowed Texans to carry handguns without a permit, supported the Heartbeat Act that grants citizens the right to sue abortion providers and voted to give the police the power to arrest suspected undocumented migrants in schools and hospitals. In a statehouse packed with debate-me agitators, he was comparatively soft-spoken — a former professor of veterinary medicine with an aversion to grandstanding. He was not in the habit of firing off salvos, as he had to Miller, that ended with “Kiss My Ass!” view article
Man arrested for attacking Richardson ISD bus driver: police
Dallas police announced an arrest for an assault on a Richardson ISD bus driver. The assault happened on Skillman Street just north of 635 more than seven months ago, but police were recently able to identify the alleged attacker through social media. Danny Senkow, a school bus driver of seven years, never expected that driving elementary school students would make him fear for his life. But that is what happened on Feb. 1. view article
Vidor ISD says no evidence of gas leak in middle school building
The Vidor school district believes a gas odor that prompted an evacuation and eventual cancellation of classes at the middle school stemmed from something outside of the building. Classes are set to resume Wednesday. The district evacuated Vidor Middle School at about 9 a.m. Tuesday after staff and students noticed a gas odor. view article

A Black student punished for his hairstyle wants to return to the Houston-area school he left
The legal request comes after a judge dismissed most of the claims in a lawsuit accusing Barbers Hill ISD of discrimination. But Darryl George, 18, would like to return to his Houston-area high school in the Barbers Hill school district for his senior year and has asked a federal judge to issue a temporary restraining order that would prevent district officials from further punishing him for not cutting his hair. It would allow him to return to school while a federal lawsuit he filed proceeds. George’s request comes after U.S. District Judge Jeffrey Brown in August dismissed most of the claims the student and his mother had filed in the federal lawsuit alleging school district officials committed racial and gender discrimination when they punished him. view article
A battered child care industry’s latest challenge? Competing for 4-year-olds.
Gingerbread Kids Academy owner Tim Kaminski can easily tick off examples of how tough it is to keep a child care business open more than four years after the pandemic hit. Before COVID-19 came to the United States in 2020, Kaminski had 45 employees and averaged up to 130 children enrolled in each of his two child care centers and after school programs in Fort Bend County. Today, he can only sustain about half that: 70 kids and 22 staff members. This year, the last of emergency COVID-19-related aid to child care providers that kept them up and running ends and many like Kaminski are returning to a very changed economy. view article
