Families and advocates for disabled Texans pushing for caregiver pay raise
MANVEL— It has been a blessing and a nightmare ever since Marisa Luparello placed her now 25-year-old son Blaine, who has autism, attention-deficit/hyperactivity disorder and bipolar disorder, in a group home nearly 13 years ago. After Hurricane Katrina flooded their family home in Metairie, Louisiana, they struggled to find a place to rent. Instead, they bounced from hotels to staying with family members, but couldn't settle into permanent housing. The unstable living situation most affected Blaine, who thrives on routine. New panic alarm system at Georgia H.S. saved lives during shooting, officials say. Advocates want it nationwide.
A Texas lawmaker is proposing a later start to the school year, saying the change will save energy and money, help protect the power grid, and improve life for school kids. State Rep. Jared Patterson (R–Frisco) suggested students should return to school in September instead of August to avoid having to cool campus buildings during the hottest weeks of summer when power demand and prices are high. “I think our parents had it right starting school after Labor Day,” Patterson said last week on Inside Texas Politics. “We cool down some of the largest buildings in most communities across the state of Texas during the hottest month of the year, which costs more money and puts more of a strain on the grid,” he explained. Patterson also argued that it’s too hot for students to be playing view article

Austin ISD settles lawsuit over delayed special ed evaluations, creates fund for affected students
Austin ISD settles lawsuit over delayed special ed evaluations, creates fund for affected students A federal court signed off on a settlement Wednesday between Disability Rights Texas and Austin ISD over its backlog of special education evaluations. The settlement requires the district to establish a fund to help cover the cost of services for students who were affected by the delayed evaluations. Disability Rights Texas Supervising Attorney Kym Davis Rogers said in a statement the group was pleased to reach the agreement on behalf of Austin ISD students. “Most importantly, AISD has committed to the timely evaluation of students with disabilities and established a $4 million dollar fund to provide compensatory education to students whose evaluations were delayed,” she said. K nneth M. Walker II, general counsel for Austin ISD, said in a statement to KUT that students who are eligible for assistance under the deal must meet certain criteria. For one thing, they have to be currently enrolled i the district. They also have to have experienced a more than 20-day delay to their evaluation between March 1, 2020, and the end of the 2024-25 school year. When the lawsuit was filed in 2021, Disability Rights Texas said at least 800 students had not received an initial evaluation within the timeframe required by state and federal law. Evaluations, which determine whether a student has a disability, are the first step in the process of getting them any services or support they need. Some Austin ISD families had waited as long as a year for their children to be evaluated. view article

4 Austin-area school districts call November tax rate elections. Here are the proposed rates
Four Austin-area school districts facing budget deficits for the 2024-25 school year have called tax rate elections for November in hopes of raising more money to keep from being forced to slash more resources and programming. As the new school year begins, districts across Texas are tightening their belts, with some eliminating positions, to avoid having to make deeper classroom-level cuts. Many local school board leaders have laid the blame on state lawmakers for not increasing public education funding significantly during the 2023 legislative session. Some local districts are turning to their residents and calling tax rate elections — a tool that allows school boards to ask voters to approve a higher property tax rate than the state would otherwise allow the district to set — to help close the budget gap. Last year, voters in districts including Round Rock, Pflugerville and Lockhart passed similar measures. view article
