Enrollment, attendance down at Lufkin ISD

The enrollment and attendance at Lufkin ISD has slightly dipped, according to chief financial officer Jill Gaston.  The Lufkin ISD Board of Trustees hosted its first summer budget workshop Tuesday at the Lufkin ISD Administration Building. Lufkin ISD had 7,046 students in the fall of 2023, Gaston said. At the end of May, that number fell to 6,889 students, a dropoff of 157 students.  “It's no secret that Lufkin ISD has faced its share of challenges moving forward based on the last couple of budgets adopted,” Gaston said. “Studies around Lufkin predicted a slight decrease in enrollment numbers. We have to plan for the slide again. We are going to drop the number by another 200 students. We hope to get to a real number as far as revenue is concerned and allow us to plan a much, much more conservative, frugal budget.” view article  arw

A statewide network has committed itself to sexualizing Texas students. Their target age range runs from elementary level to high school. This is the Texas GSA Network. They’ve sought to organize and expand Gay Straight Alliance clubs, also known as Genders and Sexualities Alliance clubs, in Texas schools. As of June 17, 2024, their website stated these clubs are available for 46 percent of Texas students. Parent education advocate Aileen Blachowski called these clubs “grooming grounds.” In Texas Scorecard’s previous investigative report, she shared her experience of helping a family in California. Their sixth-grade daughter attended such a club, titled “We The People GSA,” thinking it was a history club. Louisiana becomes 1st state requiring Ten Commandments be posted in classrooms

The big picture: Other states, including Texas, South Carolina and Utah recently attempted similar measures, but none got their bills across the legislative finish line with the same requirement as Louisiana's. Those efforts began after Supreme Court rulings in cases like Kennedy v. Bremerton School District indicated a looser interpretation of the Constitution's Establishment Clause, which prevents state-sponsored religion. Louisiana's new law requires a Protestant translation of the Ten Commandments be posted in all classrooms within schools requiring public funding, including colleges and universities. TRI-COUNTY — Fort Davis ISD’s state aid dramatically rose from $70,000 to an estimated $1.5 million this past school year due to an enrollment increase from 170 to 486 students made possible by new partnerships with private, early childhood schools. The partnerships involve the exchange of paperwork, rather than hundreds of students, between the public…FDISD implemented the Texas Education Agency program — utilized by 54 districts across the state as of last year, according to the agency — for the first time this school year to bolster its strained budget. Texas Children’s Hospital Now Under Investigation For Alleged Fraud

This comes after a whistleblower came forward with allegations that Texas Children’s fraudulently billed Medicaid for “transgender procedures.”  Now that Texas Children’s Hospital’s sterilization practices on minors have been exposed, the state of Texas has taken action and Attorney General Ken Paxton has opened an investigation into the medical center.  This follows a second whistleblower coming forward yesterday and alleging that TCH medical professionals had committed Medicaid fraud within the sex-change program.    Investigative journalist and Senior Fellow at the Manhattan Institute Chris Rufo confirmed with a spokesperson for the attorney general that Paxton is currently investigating the Medicaid fraud at the hospital. According to Rufo, the only two possible avenues for the investigation are civil and criminal.   “If the state pursues a civil case against Texas Children’s, the hospital could lose a significant amount of funding and, in the maximal outcome, even lose access to the state Medicaid program,” he explained. However, “If the state decides to pursue criminal charges, the doctors involved could face significant fines and up to 10 years in prison.” view article  arw

Round Rock ISD Uses Taxpayer Money on Sexual Identity Swag

As school districts complain about a lack of funding, the Round Rock Independent School District used taxpayer funds to buy rainbow-themed memorabilia for the first-ever Round Rock Pride event. A public information request revealed that the district spent $640.53 on the LGBT event. The taxpayer-funded swag celebrating sexual identities included rainbow handheld fans, costing more than $300; an Amazon order of rainbow stickers that cost nearly $40; and 125 stickers printed by the Round Rock ISD Print Shop at a cost of nearly $300. Images taken from the event showed a drag queen wearing tight clothing and dancing sexually in front of children. One child could even be seen handing money over to the performer. view article  arw

Texas National Guard is shooting pepper balls to deter migrants at the border

Migrants in Mexico said they’ve been shot by the rounds, which leave bruises and disperse a chemical irritant. The state says Guard members are trained not to aim directly at people.  The weapons resemble paintball guns. They’re powered by a carbon dioxide cartridge and can hold about 180 rounds, according to a video recently posted on the official Operation Lone Star YouTube page and later shared by the governor’s office. Texas’ maternal mortality committee questions recent changes after anti-abortion doctor’s appointment

The chair of Texas’ maternal mortality review committee expressed concerns Tuesday with recent changes to the body, including the Legislature’s elimination of the community advocate position and the Department of State Health Services commissioner’s recent appointment of an anti-abortion doctor to the committee. Dr. Ingrid Skop, a San Antonio OB/GYN who was appointed to the committee last month, is vice president and medical director at the Charlotte Lozier Institute, the research arm of the political advocacy group Susan B. Anthony Pro-Life America. She is prominent among a small group of anti-abortion doctors who frequently testify at Congress and state legislatures and are trotted out as expert witnesses in court cases. view article  arw

US Sen. Cruz Questions Biden Administration Over Dismissal of 350,000 Illegal Alien Removal Cases

U.S. Sen. Ted Cruz joined in a letter questioning U.S. Department of Homeland Security Secretary Alejandro Mayorkas and Attorney General Merrick Garland about the Biden administration’s dismissal of more than 350,000 illegal alien removal cases. According to a press release Monday, the letter, signed by 20 other senators, stated that the Biden administration has “consistently downplayed” the border crisis and its “repeated failures” in addressing the border have created a “backlog of 3.5 million asylum cases” and increased risks of illegal alien crime. “The American people deserve transparency and accountability regarding the administration’s handling of immigration and border security,” the senators wrote in the letter. “The current state of affairs at our southern border is unacceptable and demands immediate and effective solutions.” The senators’ letter cited a recent article by the New York Post, which referred to the Biden administration’s dismissal of asylum cases as “mass amnesty.” The article stated that since 2022, immigration officials have dropped over 350,000 asylum claims by illegal aliens who were not seen as a threat to the United States. Round Rock ISD passes balanced budget for 2024-25 school year

The Round Rock Independent School District Board of Trustees approved a balanced budget for the 2024-25 school year at their meeting on Tuesday. The $466 million general fund budget overcomes a previously projected deficit of over $30 million. The adopted budget includes a proposed property tax rate of $0.6969 per $100 valuation for the general fund, a decrease of 2.41 cents from the prior year. Fast and furious are how district officials are describing the progress of bond projects currently in the works across the Seguin ISD. Sharing the district’s most recent update is Bill Lewis, the consultant tasked with overseeing the district’s bond projects. First on his list was the announcement that the addition of new classrooms at Ball Early Childhood Center is officially complete. Corpus Christi ISD has announced several changes to the district leadership team for the upcoming school year, including new leaders in the areas of curriculum and instruction, construction and project management and special programs. Sandra Clement, the district's chief officer of school improvement and innovation, will be the new deputy superintendent of curriculum and instruction. The Georgetown Independent School District announced Dr. Jennifer Hinson as the new principal to lead Everette L. Williams Elementary School for the 2024-2025 school year. Craig Goodman, the new police chief at Waco ISD, said he’s looking to make an impact on students by forming a personal connection with them. Goodman told KWTX he’s seen this strategy work during his previous 25 years at the Pasadena Police Department. “I saw, firsthand, the relationships that our DARE officers were making with these students, that positive connection,” Goodman said. “So that when they go home in the evenings and if they come across another officer that is not a DARE officer, that relationship is there and they’re more apt to open up and visit with the officers.” view article  arw

Pflugerville ISD student attacked on school bus by adults

Pflugerville ISD police are investigating after a student and his family say he was attacked by a group of adults on a district school bus. The attack happened at Dessau Elementary School on Tuesday afternoon when a load of summer school students was being dropped off. At least three adults got on the bus, according to Kelsie Trevino, and started attacking her son Caden, a seventh grader. view article  arw

Pecos-Barstow-Toyah ISD board approves new field house and more

On June 17, the Pecos-Barstow-Toyah ISD Board of Trustees approved the Guaranteed Maximum Price Package #2 for a new Pecos High School Field House. Pecos High School is undergoing a comprehensive replacement that will bring entirely new facilities to its current site, which is expected to be completed in 2028. The original planning for the Athletic Field House focused on remodeling and expanding the existing facility. However, after extensive discussions with the Board of Trustees, community stakeholders, and the architectural and construction teams at VLK and BTC, the decision was made in Summer 2023 to proceed with a completely new Athletic facility. Preventive Law: Disciplining Off-Campus Student Speech:  Balancing School Safety Interests with Students’ Constitutional Free Speech Rights

In Tinker v. Des Moines (1969), the U.S. Supreme Court ruled “students do not shed their constitutional rights to freedom of speech or expression at the schoolhouse gate.” Still, the First Amendment does not provide students absolute rights to such freedoms. Schools have a special interest in regulating on-campus student speech when it “materially and substantially interfere[s] with the requirements of appropriate discipline in the operation of the school,” or such a disruption could be reasonably forecasted, or the speech “impinge[s] upon the rights of other students.” Balancing those competing interests, Tinker provides the standard for evaluating whether the First Amendment protects a student’s speech. Since Tinker, the Court has revisited student speech on multiple occasions, each time carving out narrow exceptions to the general Tinker standard based on certain characteristics or content of the speech, to include Tinker’s reach to off-campus student speech.

If you have spent more than five minutes in a Texas public school, you are likely aware that students must meet certain academic requirements to maintain extracurricular eligibility. At the end of each grading cycle, we hear the refrain echoing down the halls of the school—No pass, no play. With a slogan that simple, you would think the application would be straightforward. Not necessarily. Confusion seems to have arisen from UIL’s apparent interpretation of section 38.081 of the Education Code governing extracurricular eligibility and how it applies to students receiving special education and related services. It is important to understand both the statute itself as well as UIL’s interpretation to best position yourself to defend your eligibility decisions.
